DC Council passes housing bill aimed at stopping fees for renters that would cover common areas and vacant units

A bill targeting “predatory” common area utility fees for renters of apartments heads to the Mayor’s office.

WASHINGTON — The D.C. Council unanimously passed an act that aims to ban property owners and managers from charing tenants fees that would cover a building’s common areas and vacant units. 

“The rent is the rent – or at least it should be. When you sign a lease, it’s very reasonable to expect the monthly rent to cover the costs of running and maintaining the building,” said Councilmember Allen, who introduced the bill in 2024.
