ARLINGTON, Va. — A 28-year-old man accused of attempting to kidnap a 19-year-old woman inside the Fashion Centre at Pentagon City was already serving supervised probation in Fairfax County for prior assault convictions, raising new questions about how those earlier cases were handled.
