WASHINGTON — Overflowing trash cans, messy walkways, and rats are once again at the center of a debate in the District, after D.C. Councilmember Christina Henderson highlighted persistent complaints about public trash collection on social media.

Henderson is renewing her push for the city to invest in upgraded waste infrastructure, including so-called “smart” trash cans.
