WASHINGTON — Thousands of federal retirees are still struggling to receive their retirement benefits months after leaving government service, with some waiting more than seven months for their first checks as bills pile up and debt collectors call.

Tajuana Brown and Dawn Freeman, both former USAID employees who spent decades in federal service, officially ended their careers last year. But neither has received a single retirement payment.
