HAGERSTOWN, Md. — Protest groups gathered in front of the Washington County building in downtown Hagerstown Tuesday morning to present a memorial featuring a chalk outline for every person who has died in ICE custody since President Donald Trump took office in 2025.

This memorial comes after weeks of protesting, and protesters say the goal is to have county leaders confront the human cost of a proposed ICE detention warehouse planned for their community.
