2 men, 2 teens face charges after illegal large-scale car rallies in Maryland

PIKESVILLE, Md. — Police cracked down on illegal car rallies in Maryland, resulting in two men and two 17-year-olds facing charges, according to police.

Steven Javier Cruze-Benetiz, 18, of Silver Spring, Maryland and Payton Frazier, 19, of Pasadena, Maryland, were both arrested on Friday night between 10 p.m. and 6 a.m. on Saturday.
