WASHINGTON — A D.C. mother is facing a first-degree felony murder charge after the medical examiner’s office determined that her 13-month-old daughter died of “dehydration and malnourishment due to neglect.”

Police began investigating on Sunday, Jan. 18 when they responded to a report of an unconscious child at a home in the 4700 block of Southern Avenue, Southeast.
