RICHMOND, Va. — Virginia Governor Abigail Spanberger struck down several bills on Tuesday. One veto included House Bill 642 and Senate Bill 542, which would establish a retail marketplace for cannabis products without the timeline, structure, or resources to be successfully implemented. 

This veto comes exactly six weeks after Spanberger returned the bill with her own amendments, including increases and penalties. But lawmakers and advocates argued that recommendations went far beyond what stakeholders had worked on and agreed to.
