WASHINGTON — Mayor Muriel Bowser unveiled a proposed $21 billion budget for the District,  on Friday. In it, she outlined spending priorities while acknowledging difficult cuts needed to close a $1.1 billion gap.

Bowser said the plan prioritizes “public education, public safety, preserving core services and protecting, preserving health care for D.C. residents, and, finally, growing our economy.”

The proposal does not raise property or income taxes. However, it includes cuts the mayor said are necessary to balance the budget, including scaling back universal
